Of course, this is what I designed my character to do. With sniper, gunslinger and other related perks I am downing a super mutant brute in 3 headshots from vats during a sneak attack. The best weapon depends on playing style, I prefer to be a rogue/assassin/thief type and I love the silenced 10mm.
To me the best weapon for power would be the experimental MIRV it kills anything in the game one hit easily but is hard to obtain another hard to obtain but very good gun is vengence (the uniqe gatlin lazer) it can be found in the death claw sancuary way in the back so you have to be a high level it has 250 DAM and can mow down a behemoth pretty fast for a easier to get weapon i would have to go with the blackhawk it has 50+ damage and kills most supermutants in a couple hits i dont really use up close wepons but my favorite would have to be Jingwei's Shocksword its a chinese sword that does shock damage to it has 35 DAM and its about the same as the shishkebab.
